Software Engineer — NRC EIE
CODEplus is seeking a Software Engineer to maintain and enhance the U.S. Nuclear Regulatory Commission’s Electronic Information Exchange (EIE) system. EIE is a web application used to receive and route digitally signed submissions. The role includes production support, defect resolution, controlled releases, testing, and support for the gradual transition of EIE workflows to a new NRC platform.
Location: Potential for Hybrid work.
Responsibilities
- Monitor EIE and its interfaces, investigate processing issues, and coordinate resolution with NRC staff and other system owners.
- Analyze change requests, assess their technical impact, and develop fixes and approved enhancements to the application.
- Manage code and change requests in NRC approved Application Lifecycle Management tools and follow configuration management and deployment procedures.
- Write requirements and test scripts; perform and document unit, regression, user acceptance, and end to end testing.
- Prepare release notes and deployment plans, and update system requirements, architecture, operating procedures, inventories, and user documentation after changes.
- Develop and maintain a software upgrade plan, assess dependencies between components, and help implement approved upgrades across development, preproduction, and production environments.
- Support security impact assessments, continuous monitoring, and documentation needed to maintain or renew the system’s Authorization to Operate.
- Coordinate changes affecting connected systems, including ADAMS, Pay.gov, and other NRC interfaces.
- Support knowledge transfer, migration testing, cutover planning, and workflow decommissioning as EIE functions move to the NRC Portal.
- Ensure applicable software and documentation deliverables meet Section 508 accessibility requirements.
Relevant technical experience
- Java and Java Enterprise Edition application development, particularly Spring MVC.
- Web technologies used by EIE: JavaServer Pages, JavaScript, jQuery, Ajax, Apache Tiles, and CSS.
- SQL Server and database backed applications.
- Technologies used in the application architecture, including Hibernate, XML, web services, Java security and cryptography, and Log4J.
- Release management, source control, change tracking, and testing in a controlled production environment.
- Experience maintaining systems subject to federal security requirements and an Authorization to Operate is valuable.
Work arrangement and access
Support is required at least Monday through Friday, 9 a.m. to 5 p.m., except federal holidays and specified government closures. Work is generally performed offsite, although meetings at NRC facilities may be required. Assigned personnel must obtain the NRC access approval appropriate to their duties; the NRC determines the required access level.
