Court Services is seeking a Mid-Level ServiceNow Developer to design, build, and maintain a custom scoped application supporting our court operations. This is a hybrid role for a hands-on developer who can take ownership of application architecture, scripting, integrations, and platform administration within the ServiceNow ecosystem, in a public sector environment.

Major Responsibilities:

  • Establishes and maintains business relationships with clients to discuss/assess clients needs.
  • Prepares project charter, statements of work and project plans.
  • Identifies risks and prepares action plans to mitigate.
  • Conducts or leads team in delivery of projects or work packages.
  • Liaises and co-ordinates with internal & external groups on accomplishment of deliverables.
  • Prepares and presents status report and variance explanation for projects or work packages.
  • Prepares findings & "Lessons Learned" from post-implementation project reviews.
  • Assesses, analyzes, evaluates and recommends process & policy alternatives for projects & work packages.
  • Redesigns business principles, processes, policies and standards by recommending best practices and improvements to current processes.
  • Determines business requirements and builds consensus amongst clients.
  • Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology as part of the solution.
  • Provides input to Data Management teams on transformation of clients' business requirements.
  • Recommends improvements to current methodology, process, standards, and policies.
  • Assists staff in understanding of business processes and logic.
  • Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed.
  • Leads team to draft implementation & rollout strategies and plans.
  • Conducts walk-through of deliverables to identify potential problems.
  • Prepares training material and documentation for use by clients and staff.
  • Conducts training for client and their staff.
  • Collaborates with clients on "Go / No Go" cut-over decisions e.g. roll-outs.

Key Qualifications:

  1. ServiceNow Certified System Administrator (CSA) certification, or an equivalent combination of education and relevant experience.
  2. Considerable experience designing and developing custom ServiceNow scoped applications, including data models, tables, forms, UI Policies, Business Rules, Client Scripts, and JavaScript using Glide APIs such as GlideRecord and GlideAjax.
  3. Experience integrating ServiceNow with legacy or on-premise systems using MID Server, JDBC/ODBC connections, or SOAP-based web services, including experience with legacy authentication and connectivity methods such as basic authentication, VPN-based access, and flat-file transfers.
  4. Considerable experience managing data within ServiceNow, including imports, Import Sets, Transform Maps, data sources, data mapping, transformation, cleansing, reconciliation, and data quality across integrated systems, including experience addressing inconsistent or imperfect legacy data during migration or synchronization.
  5. Experience with ServiceNow architecture, platform data models, application scope management, cross-scope access, scope protection policies, roles, ACLs, ServiceNow Studio, and Flow Designer.
  6. Experience managing ServiceNow applications across development, test, and production environments, including update sets, version control, releases, upgrades, environment management, and assessing the impact of platform upgrades on custom applications.


You must also have:

  • Experience working in or with government or public-sector organizations, including familiarity with compliance, privacy, data-handling, security, and records-retention requirements relevant to government or justice-sector environments considered an asset.
  • Experience working with justice, legal, court, or other regulated-sector technology environments considered an asset.
  • Ability to obtain and maintain government security clearance or public-trust clearance, where required for the position.
  • Strong written and verbal communication skills for working with non-technical stakeholders
  • Experience working in an Agile/Scrum development environment.
  • ServiceNow Certified Application Developer (CAD) certification considered an asset.
  • ServiceNow Micro-Certification in Application Development (Scoped Applications) considered an asset.
  • Experience communicating technical concepts, requirements, solutions, and issues to non-technical stakeholders and supporting collaborative decision-making.
