Technical Lead - Healthcare IT

CORMAC is seeking a Technical Lead  to provide hands-on technical leadership for application design, development, and code quality on the CMS Quality and Reporting division. This role guides the engineering team across the Angular front end and the Java-centric and database-centric processing used for quality measure calculation, while remaining directly involved in building, reviewing, and releasing production-quality code.

Responsibilities:

  • Lead the design and development of application components, translating CMS policy and business requirements into maintainable, testable software
  • Provide technical leadership and mentoring to developers, setting coding standards and conducting code reviews
  • Develop and maintain Angular component-based user interfaces integrated with backend services to support secure data entry, reporting, and administrative workflows
  • Implement and maintain rules-based processing for quality measure calculation, including externalized business rules (for example Drools) and database logic in PL/pgSQL, SQL, and PostgreSQL
  • Partner with Data Engineers on Databricks-based (Spark) data processing, reviewing Scala and PySpark code and defining how it integrates with application services and APIs
  • Build and maintain APIs and integrations, including integration with CMS HARP/IDM for authentication and authorization
  • Develop and maintain Jenkins and GitHub-based CI/CD pipelines that automate builds, unit and integration tests, and containerized deployments across environments
  • Collaborate with the Business Analysts, Data Engineers, QA, and DevSecOps staff within SAFe Agile sprint teams to plan, estimate, and deliver features
  • Troubleshoot defects and participate in Tier 3 production support, including root cause analysis and fixes coordinated through ServiceNow
  • Ensure software meets FISMA, FedRAMP, ARS, HIPAA, NIST, and Section 508 accessibility requirements, and resolve security findings raised against application code and containers
  • Evaluate and apply AI-assisted development tooling to improve engineering efficiency and quality


Basic Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a similar field
  • Must be a U.S. Citizen
  • Must be able to obtain a Public Trust (Tier I) Clearance
  • Minimum of 10+ years of progressive software engineering experience, including experience leading developers or technical delivery
  • Strong hands-on experience with Angular and modern front-end development
  • Strong hands-on experience with Java and/or Scala or Python, and with SQL and PostgreSQL, including stored procedures (PL/pgSQL)
  • Experience building and maintaining CI/CD pipelines using Jenkins (or CloudBees) with GitHub and Docker
  • Experience developing and deploying containerized applications on AWS (for example Amazon ECS Fargate)
  • Experience working in Agile (SAFe, Scrum) teams with test-driven development and automated testing
  • Strong written and verbal communication skills, with the ability to work independently and in a cross-functional team in a highly regulated environment

Preferred Qualifications:

  • Master's degree in a relevant field
  • Experience with Databricks and Apache Spark (Scala or PySpark) for large-scale data processing
  • Experience with business rules management systems such as Drools
  • Experience developing federal healthcare applications, ideally for CMS
  • Experience with HARP/IDM or similar enterprise identity integrations (for example Okta)
  • Experience with Amazon RDS for PostgreSQL, Glue, Lambda, SQS, EventBridge, and API Gateway
  • Experience with Section 508 accessible web development and accessibility testing
  • Familiarity with React in addition to Angular
  • Experience with Ansible and infrastructure automation
